During his&nbsp;<\/span><a href=\"https:\/\/www.weforum.org\/agenda\/2017\/01\/full-text-of-xi-jinping-keynote-at-the-world-economic-forum\" target=\"_blank\" rel=\"noopener\">speech,<\/a> Xi Jinping, president of the People\u2019s Republic of China, emphasized that he stands for an open and transparent trade system, one that would be able to address refugee crises, political instability, and warlike disputes.<\/p>\n<p class=\"p1\"><span class=\"s1\">It looked as if Xi wanted to profile himself as an \u201canti-Trump\u201d more than to present a PR campaign to bring foreign direct investment to China. But in reality, his statements <\/span><span class=\"s2\">revealed <\/span><span class=\"s1\">a comprehensive economic and trade strategy. Since 2013, China has focused on expanding trade infrastructure in Eurasia with its \u201cOne Belt, One Road\u201d Initiative<\/span><span class=\"s2\">.<\/span> <span class=\"s2\">Beijing\u2019s commitment is particularly evident in its construction and expansion of <\/span><span class=\"s1\">new bridges, highways, ports and railways. In 2009, for example, China took over major parts of a port complex in the Greek city of Piraeus, causing a worldwide sensation. In coming years, China also could open up its western <\/span><span class=\"s2\">borders <\/span><span class=\"s1\">to use alternative land routes. Contracts worth US$200 billion have been <\/span><span class=\"s2\">awarded for infrastructure projects<\/span><span class=\"s1\">. Analysts are convinced, that the sum could quintuple in the next ten years to reach US$1 trillion.<\/span><\/p>\n<p class=\"p1\"><span class=\"s2\">But will China\u2019s effort dictate trade conditions and&nbsp;<a href=\"https:\/\/www.bloomberg.com\/quicktake\/china-s-silk-road\" target=\"_blank\" rel=\"noopener\">lead to new dependencies in international trade relations<\/a>? German companies focused on exporting their goods should pay special attention to these issues now.&nbsp;<\/span><\/p>\n<\/div>\n<\/div><\/div><\/div><\/div><div id=\"pg-8812-3\"  class=\"panel-grid panel-no-style\" ><div id=\"pgc-8812-3-0\"  class=\"panel-grid-cell\" ><div id=\"panel-8812-3-0-0\" class=\"so-panel widget widget_sow-editor panel-first-child panel-last-child\" data-index=\"5\" ><div\n\t\t\t\n\t\t\tclass=\"so-widget-sow-editor so-widget-sow-editor-base\"\n\t\t\t\n\t\t>\n<div class=\"siteorigin-widget-tinymce textwidget\">\n\t<p class=\"p1\"><span class=\"s1\">With <\/span><span class=\"s2\">its infrastructure projects, China aims to increase wealth in its western provinces. At the same time, these measures should are meant to address<\/span> <span class=\"s2\">Islamist and separatist movements in the region, not only in Xinjiang and Tibet, but also in some parts of Pakistan and Afghanistan. The multi-ethnic states of Central Asia are affected by social and political conflicts, some of them highly violent and destabilizing across national borders<\/span><span class=\"s1\">. Though, stability in the Silk Road areas is by no means self-evident. Another goal behind China\u2019s \u201cOne Belt, One Road\u201d is strategic: to address geopolitical rivalries in the region<\/span><span class=\"s2\"> by circumventing potential blockades by geopolitical rivals and use the initiative to counteract US hegemony in global trade affairs.<\/span><\/p>\n<p class=\"p1\"><span class=\"s2\">The expansion and strengthening of land-based Central Asian trade routes by China<\/span> <span class=\"s2\">presents not only new opportunities but also challenges to automobile manufacturers. CONIAS research reveals that the Belt is estimated to cover 56 out of 91 production sites in Asia that could be connected directly to the Silk Road land route. Since 2017, the security situation has improved significantly and the economic environment seems stable. Although the region has political tensions, international companies are setting up shop. Volkswagen, Germany\u2019s only car manufacturer with a location in Central Asia, has a factory in the region. It is estimated that \u00dcr\u00fcmqi will benefit from <a href=\"https:\/\/www.news.com.au\/world\/asia\/how-chinas-trilliondollar-trade-initiative-helped-forge-a-humanitarian-crisis-in-xinjiang\/news-story\/6625849b1d2b948df3645fede5b8b64d\" target=\"_blank\" rel=\"noopener\">Beijing\u2019s growing investments in infrastructure and manufacturing<\/a> a<span class=\"s1\">nd expand its importance as a logistics and trade center in Central Asia.&nbsp;<\/span><\/p>\n<h3 style=\"text-align: center;\">Oskemen (Kazakhstan)<\/h3>\n<p class=\"p1\"><span class=\"s1\">Oskemen is the capital of the Kazakh province of East Kazakhstan. Situated in the northeast of the country, the city has a very stable security environment and is connected with highways and railroads to the nationwide transportation system.&nbsp;<\/span><span class=\"s1\"><a href=\"http:\/\/aziaavto.kz\/en\/56-borrowers-of-state-program-preferred-vehicles-produced-in-ust-kamenogorsk\" target=\"_blank\" rel=\"noopener\"><span class=\"s2\">General Motors<\/span><\/a><\/span><span class=\"s3\"> and <\/span><span class=\"s1\">the Czech producer <a href=\"https:\/\/www.autocarpro.in\/news-international\/skoda-expands-production-capacity-yeti-meet-demand-europe-21780\" target=\"_blank\" rel=\"noopener\"><span class=\"s2\">Skoda<\/span><\/a> currently operate in the city. <\/span><span class=\"s3\">As for the Chinese Silk Road project<\/span><span class=\"s1\">, additional investment is expected, especially in highways and rail routes to China and Russia. Furthermore, because of its industrial base, the region of Oskemen already has skilled workers. The interdependence between China and Kazakhstan could grow rapidly in coming years as Kazakhstan owns not only tremendous amounts of oil and gas reserves in the Caspian region but also basic raw materials, which are of great interest to Chinese industry. The two countries have established a free trade zone in their border region. On the Chinese side, a city for more than 100,000 inhabitants is already being built. <\/span><span class=\"s4\">While Chinese officials stress the opportunities for cooperation above all, <span class=\"s2\"><a href=\"https:\/\/www.hoover.org\/research\/kazakhstan-moving-away-china\" target=\"_blank\" rel=\"noopener\">many Kazakhs are concerned about growing Chinese influence<\/a>.<\/span><\/span><\/p>\n<h3 style=\"text-align: center;\">Asaka (Uzbekistan)<\/h3>\n<p>Located in the center of Central Asia in the Fergana Valley, Asaka has been one of the fastest growing cities in Uzbekistan since the early 1990s. The security situation is stable to good and both the regional market and the export routes to China and Europe make the location attractive to foreign investors. The Uzbek part of the Fergana valley is connected with the rest of the country, including the capital Tashkent, by the Chinese-financed <a href=\"https:\/\/www.railwaygazette.com\/news\/infrastructure\/single-view\/view\/two-presidents-open-angren-pap-railway.html\" target=\"_blank\" rel=\"noopener\">19.2-kilomenter Kamchiq railway tunnel<\/a>. In Asaka, <a href=\"https:\/\/www.autoevolution.com\/news\/gm-uzbekistan-to-build-chevrolet-small-car-16811.html\" target=\"_blank\" rel=\"noopener\">GM Uzbekistan<\/a> \u2013 a joint venture between General Motors and an Uzbek state-owned company \u2013 produces a variety of mid-class Chevrolet models. The factory is considered the first of its kind in Central Asia. In order to expand local vertical integration, the Uzbek government is pushing ahead with developing a supply industry. One example of this development is the newly founded company GM Powertrain Uzbekistan. Overall, it is expected that the region around Asaka will be further developed with Chinese efforts and investments.<\/p>\n<h3 style=\"text-align: center;\">Lahore (Pakistan)<\/h3>\n<p class=\"p1\"><span class=\"s1\">Lahore is the economic center of the northern part of Pakistan. The security situation in the region is tense and has deteriorated since 2017. In addition to internal social conflicts, the relationship between Pakistan and India is very problematic. Traffic jams are also a negative regional phenomenon. While <\/span><span class=\"s2\">it is expected <\/span><span class=\"s1\">that&nbsp;<\/span><span class=\"s1\"><a href=\"https:\/\/www.nytimes.com\/interactive\/2019\/world\/asia\/india-pakistan-crisis.html\"><span class=\"s2\">geopolitical conflicts between India and Pakistan<\/span><\/a> will persist, Chinese investments could improve the conditions in terms of economic growth. For example, the Chinese plan to construct a 1100-kilometer <a href=\"https:\/\/www.dawn.com\/news\/1116948\"><span class=\"s2\">highway between Lahore and Karatchi<\/span><\/a>, including bridges over the Indus River. The <a href=\"https:\/\/www.scmp.com\/news\/china\/diplomacy-defence\/article\/2120990\/behind-five-biggest-chinese-investments-massive\"><span class=\"s2\">expansion of the Karakorum highway<\/span><\/a> to the Chinese province Xinjiang is also part of the infrastructure package and is expected to contribute to economic growth in Pakistan. If these expectations are met, Pakistan, with its 200 million inhabitants, could be a very attractive market, and not only for Chinese goods. Japanese automotive manufacturer Honda already employs more than 5,000 workers in Lahore.<\/span><\/p>\n<h3 style=\"text-align: center;\">Karachi (Pakistan)<\/h3>\n<p class=\"p1\"><span class=\"s1\">With more than 17 million inhabitants, Karachi is one of the largest cities in Pakistan. As in Lahore, the level of security has decreased significantly over the past two years. Despite having a good infrastructure, including developed highway systems and a modern airport, the region suffers <\/span><span class=\"s2\">with&nbsp;<\/span><span class=\"s1\"><a href=\"https:\/\/www.nzz.ch\/karachi-1.11739480\">ethnic conflicts<\/a><\/span><span class=\"s2\"> <a href=\"https:\/\/www.nzz.ch\/karachi-1.11739480\"><span class=\"s1\">between the Sindhi people and Urdu immigrants<\/span><\/a>. One advantage Karachi does have is its location on the Indian Ocean. Afghanistan and Pakistan conduct most of their respective sea-based trade via Karachi\u2019s port, making Karachi an international logistics center and attractive for international investments. One important question is whether the port of Gwadar (Beluchistan) could be a serious challenge for Karachi\u2019s economic success, because of Chinese ambitions to make <a href=\"https:\/\/www.csis.org\/analysis\/pakistans-gwadar-port-new-naval-base-chinas-string-pearls-indo-pacific\"><span class=\"s1\">Gwadar their strategic port at its \u201cString of Pearls\u201d<\/span><\/a>. The Indus Motors Company \u2013 a joint venture between the Pakstani conglomerate House of Habib and Japanese auto manufacturer Toyota \u2013 has been producing automobiles in Karachi since 1990 and employs about 5,000 workers. <\/span><\/p>\n<hr>\n<\/div>\n<\/div><\/div><\/div><\/div><\/div><div id=\"pg-8812-6\"  class=\"panel-grid panel-no-style\" ><div id=\"pgc-8812-6-0\"  class=\"panel-grid-cell\" ><div id=\"panel-8812-6-0-0\" class=\"so-panel widget widget_sow-image panel-first-child panel-last-child\" data-index=\"8\" ><div class=\"panel-widget-style panel-widget-style-for-8812-6-0-0\" ><div\n\t\t\t\n\t\t\tclass=\"so-widget-sow-image so-widget-sow-image-default-8b5b6f678277-8812\"\n\t\t\t\n\t\t>\n<div class=\"sow-image-container\">\n\t\t<img \n\tsrc=\"https:\/\/conias.com\/wp-content\/uploads\/2019\/06\/conias-infrastructure-symbolimage-e1559731241309.jpg\" width=\"581\" height=\"425\" srcset=\"https:\/\/conias.com\/wp-content\/uploads\/2019\/06\/conias-infrastructure-symbolimage-e1559731241309.jpg 581w, https:\/\/conias.com\/wp-content\/uploads\/2019\/06\/conias-infrastructure-symbolimage-e1559731241309-250x183.jpg 250w, https:\/\/conias.com\/wp-content\/uploads\/2019\/06\/conias-infrastructure-symbolimage-e1559731241309-120x88.jpg 120w\" sizes=\"(max-width: 581px) 100vw, 581px\" title=\"conias-infrastructure-symbolimage\" alt=\"\" \t\tclass=\"so-widget-image\"\/>\n\t<\/div>\n\n<\/div><\/div><\/div><\/div><div id=\"pgc-8812-6-1\"  class=\"panel-grid-cell\" ><div id=\"panel-8812-6-1-0\" class=\"so-panel widget widget_sow-editor panel-first-child panel-last-child\" data-index=\"9\" ><div\n\t\t\t\n\t\t\tclass=\"so-widget-sow-editor so-widget-sow-editor-base\"\n\t\t\t\n\t\t>\n<div class=\"siteorigin-widget-tinymce textwidget\">\n\t<p><b style=\"font-size: 130%;\">Conclusion<\/b><\/p>\n<p>China\u2019s New Silk Road is growing and connecting the region and can give new perspectives to the automotive industry in Central Asia. The question is whether Chinese investments are sustainable for regional peace, stability and wealth. Is it possible that new conflicts about the distribution of financial resources could rise? With new roads, bridges, tunnels and factories, the production capacity and import-export options for Central Asian states will increase. However, depending on where you look in the region, the situation is different: while three of the locations discussed here have stable environments that could be made more attractive by the Silk Road, the situation in Pakistan, for example, is increasingly politically tense.
